1.1 Submissions to “The Black Sea region. History, politics, culture” journal should be made online at:firstname.lastname@example.org
The authors are to follow strictly observed rules for manuscripts submission and provide information on the institution each author is affiliated with and other details according with the requirements which can be found at the journal site.
1.2. All contributed manuscripts which follow the requirements for the articles layout are sent to the reviewer (PhD) who is a specialist on the considered topic.
1.3. If the article deals with interdisciplinary issues the manuscript can be sent for reviewing to several reviewers.
1.4. Editor in chief or deputy editor in chief makes decision on selecting an expert for manuscript reviewing.
1.5. The list of reviewers is made up yearly from the members of the Editorial board and other leading scientists and specialists in the history, policy and culture of the wider Black Sea area countries.
1.6. Each reviewer has the right to recuse from reviewing in case of an explicit conflict of interests, which can influence perception and interpretation of the manuscript.
1.7. The order of materials processing and reviewing can be found on the site of the journal in the Internet.
1.8. Reviewing is conducted confidentially in the form of an expert questionnaire approved by the Editorial board and an expanded review. Preference is given to double-blind reviews where the names of both the author and the reviewers are not disclosed. The author may read the review and get a copy of it.
1.9. The review answers the following questions:
Does the content of the article correspond to the topic declared in the title?
— Does the article contain the elements of scientific novelty and does it correspond to the contemporary scientific and theoretical achievements?
— Are the author’s observations, estimations and conclusions substantiated?
— Is the article of any scientific and practical significance?
Is the article accessible to the concerned readership from the point of view of language, style, the arrangement of material, clarity of tables, diagrams, figures and maps (if any)?;
Is it reasonable to publish the article taking into account previously published relevant materials?
What are positive and negative sides of the article and what amendments and additions should be made by the author;
The reviewer gives the conclusion whether the article is worth publishing or not.
1.10. After examination of the manuscript the following review outcomes may be given (each decision of the reviewer should be grounded):
— The article is recommended for publication ;
— The article is recommended for publication after amendments according to the reviewer’s comments;
— The article needs additional reviewing by another specialist;
— The article is rejected.
1.11. Reviewers are informed about the fact that manuscripts are the intellectual property of the authors and as such are not subject to disclosure. Reviewers are not permitted to copy manuscripts for their personal needs.
1.12. The timeline for reviewing is set to provide the shortest possible period for publication. But the timeline can be prolonged on the request of the reviewer.
1.13. The original reviews with signatures of reviewers are stored in the editorials for five years and can be provided only on the requests of the Ministry of Education and Science of the Russian Federation and High Attestation Commission.
1.14. The article, which is accepted for publication but needs amendment is sent to the author with the text of review and the proposal to consider the comments in a new version of the article or to argumentatively refute the comments (partially or completely). The amendments to the article must not take more than a month from the moment of sending an e-mail to the authors. Failure to meet the deadlines for amendment changes the date of publication. If the authors refuse to make amendments they are to send a written notification about the article withdrawal from publication to the editors.
1.15. If the author does not send the amended article after more than six months, even in the absence of refusal from the authors, the editors remove it from examination. In such cases the authors are sent a notification that the term for amendment is overdue and the manuscript is not under consideration any more.
1.16. The article amended by the contributor and supplied with answers to each point of comments is subjected to reviewing for the second time.
In case of disagreement with the reviewer’s opinion, the contributor has the right to give well-reasoned grounds to the editors of the journal. The Editorial board may accept the article for publication or send it for reviewing to another specialist or reject the article from publication. If the Editorial board cannot make a decision whether to accept or reject the article the final decision is made by the Editor in chief on the session of the Editorial board.
1.17. In case of rejecting the manuscript the editor in chief or the deputy editor in chief on behalf of the Editorial board must report to the author the justified substantiation of rejection or send a copy of the review. The name of the reviewer can be reported to the author only with permission of the reviewer.
1.18. The article not recommended by reviewers for publication is not accepted for other reviewing if it is not amended. The negative review is sent to the author by email. The article rejected by reviewers and the Editorial board can be newly examined only in case of its substantial amendment by the author as a newly submitted manuscript.
1.19. If the Editorial board does not share the views of the author of the article, they
may report it in the footnote.
1.20. By contributing the manuscript for publication the author agrees with terms of editing, examination by the Editorial board, publishing in the journal, translation or other modification as well as acknowledges the fact of assigning the journal the right of use the article at their discretion for the purposes of making the article public, reproducing, disseminating and including the article and references to it in information and other data bases.
1.21. Publication of all articles in the journal is free of charge.
